The UK and US have announced a major bilateral deal that will maintain zero levies on British medicine shipments entering the US market.

Key Provisions of the Accord

Under the terms of the agreement, the UK has agreed to raise expenditure on pharmaceuticals through the NHS. This move ensures that import taxes on these key exports will be held at nothing for a timeframe of 36 months.

This development follows previous threats to significantly raise import taxes on patented drug imports, with figures mentioned up to one hundred percent.

"This arrangement between the UK bolsters the global environment for new treatments and introduces long-overdue balance to American-British drug exports," a release noted.

Trade Importance

Medicines are one of the the United Kingdom's most significant exports to the United States, which is easily the primary destination for leading companies like GSK and AstraZeneca.

Trade data show that in the year leading up to last September, the UK exported pharmaceutical products valued at over eleven billion pounds to the US. This figure represented nearly one-fifth of British export trade in that period.

"This agreement safeguards employment, stimulates capital expenditure and sets the stage for the UK to establish itself as a global hub for medical research," a government official stated.

Detailed NHS Changes

The pact involves several specific commitments from the UK:

  • Price Threshold Increase: The UK will increase the price threshold at which it judges new therapies to be too expensive by a quarter.
  • Boosted Medicine Funding: There is a aim to double overall NHS spending on medicines from 0.3 percent of GDP to 0.6% over the coming ten years.
  • Payback Limit: The amount drug companies must pay back to the NHS to control costs will be capped at fifteen percent. Last year, rebates were more than 20%.

Broader Context

The deal takes place against a ongoing dispute between the drug companies and the ministers over medicine costs and approval rates.

These tensions were exacerbated by claims that US customers were charged significantly more for the identical medicines than patients in the Britain and the EU.

Over the last 18 months, several major drug company projects in the UK have been halted or scrapped, while major funding commitments have been directed toward American operations.

A senior figure stated that the NHS had to invest a greater share on treatments, noting that its budget allocation on drugs had declined as a percentage of its total funding over the past decade.
